Cllr. Eoghan O'Brien (FF) asked for an update on the project last week and was disappointed to hear that legal difficulties were still in the way of the transfer of the property to public ownership.

In a written report, the council explained: 'Discussions are still ongoing between the various legal representatives to finalise arrangements to bring the Casino building into public ownership.'

Senior council official Stephen Peppard admitted there was an 'element of groundhog day' about the report. He said that the council was 'well aware of the frustrations of the Malahide community' over the delay.

'Nobody is more frustrated than we are at how long it is taking to put this thing to bed,' he added.

He said the council was doing its 'utmost' to complete the deal and a 'huge amount of time and effort' is going into the project.

Cllr. O'Brien said he understood the council's difficulties but said that the issue was compung up 'again and again' on the doorsteps of Malahide as he canvassed the area. He said the project was of 'huge importance to residents of Malahide and visitors alike' and would add significantly to the 'tourism product' on offer in the town.

Cllr. Anthony Lavin (FG) said the continuing delays were 'very frustrating and very annoying'.
